Use Highest Majority Not Plurality for Ranked Choice Ballots

Current discussions of tallying ranked choice ballots seem to predominantly use plurality to determine the winner. Instead, the winner should be the candidate with the first highest majority found via cumulative frequency. Only in the relatively rare case of a tie for the first highest majority should plurality be used to make a decision, and then the decision should use the highest plurality among the cumulative frequencies found immediately prior to the tied highest majority.
